It wouldn't surprise me, if the law changes or was changed, to say that inflatables have to be worn "at all times". PFD's (of any kind) don't do you much good if you're in the water, and the PFD is in the boat (when alone). They won't do you any good if you're thrown/fall from the boat & sinking, either ... even if someone else is with you.
The whole idea of the inflatables, is that they're more comfortable to wear ... cooler than the 'coat/vest' types ... and less bulky (to wear, or store). PFD's are pretty cheap insurance, when you take it into perspective. IMHO
