I second the red river gorge, but wait till the crazy bears leave. Also, fryman's boat dock in Paris (20 mins from lexington/winchester/mt sterling) has bank fishing, boat rentals, and creek-side camping that may be what you're looking for. Is the resevoir on richmond road public access?
