A little research and what do we find? There is NO PATENT. Let's just call this guy "John Doe" for reference in this conversation. With that being said, John has no legal position to ask/request/demand that anyone refrain from discussing, make and publish video's, manufacture LED boat lights for rub rail installation or install LED lights in the rub rails. Bottom line, It appears John's objective was to use false information to intimidate you in order to protect his business interest.
Now, what does John have? John applied for what is called a "Provisional Application", number 61/112/765 on Nov. 9, 2008, which protected John's right to file for a patent at a later date. Then on May 13, 2010, John filed for a U.S. Patent "Boat Lighting Components and System", application number 20100118557. This information, as well as details of the patent application claims are in public domain and can be view over the Internet from the link given below.
Now, even if the patent were granted, in my opinion, you or others could publish "how to videos" and they would not infringe on subject patent!
Bottom line, John has no patent and no legal ownership of the technology, as he has only applied for a patent and now it will be up the the Patent Office to determine if said invention is new and novel and meets the criteria for issuance of a patent.
