Wilgreen lake in Richmond usually holds an annual youth fishing tournament. Last I heard it was going to be in the fall this year. You could call the marina for addtional details.

Seriously...I took him out when he was 3 and he was throwing a shad rap all day and never threw it up on the bank and has some natural skills....I'm thinking about buying the winnobega and being his coach/agent....lol
