Rich, not sure what you thought you saw, but Nolin has been steady at Summer pool all summer long except for a brief 1.5-2 foot rise in late July from the last big rains. The corps site shows it 2.5 INCHES below summer pool as of this morning...you can check it anythime you want at this URL.... http://www.lrl.usace.army.mil/wc/reports/lkreport.html

As JFW said, they always draw it down around 2 feet beginning in 9/15 through 10/15 (less than an inch a day). On 10/15, they pull the plug and it will drop around 4-8 inches a day thereafter until it hits 25 feet below pool in December. While they don't always follow this exactly depending on conditions, it is pretty close every year. The 9/15 and 10/15 dates are pretty solid, the outflow may change slightly depending on rains
