Channel cats and small stripes are probably whats taking your bait. I would use shad,skips, or mooneye for bait.As of this morning @6am they have 3ft at the lower dam no units at hydro as said before try to find water with a little current blues will be there, the 40ft hole right behind the lower dam might be holding a fish or two. You might try to fish some structure, down trees,rockpiles, sunk barges,and cars for flathead.Live bluegill,bullhead cats,or live shad will work well. Hope this helps..Chuck
