The problem with your theory is it didn't take the state house's approval to do what he is doing. Apparently, he controls this money. His promise to pay back the money is open ended with "when economic conditions improve".
The economy in Indiana has pretty much been in decline since 1975, if the entire state is looked at.
He won't be in power in 2 years, so he is saying something that he can't really be accountable for.
IF the money is not for what the tax is for, refund the money paid this year and get rid of the tax until "economic conditions improve" to the point that people can afford to pay for "lake enhancement".
