First...thanks for the feedback. I have never fished the river from a boat and don't think I should try to learn in Feb. with the cold air and water temps. Sounds like my best bet is bank fishing on a river or behind a dam. Anyone have advice other than the Falls or intepretive center? Would like to try something different. Thanks in advance for any further info. The fever seems to hit me earlier and earlier each year and I am trying to figure out how to get out there when in years past I would have waited for warmer weather.

Try the head waters of Nolin lake. Been catching some croppies upsteam from wax walking the banks. You can put in at wax ,but be careful it can be a prop dinger.

Green River dam tailwater for walleye is good in Feb into March. With high discharge, 2000cfs+, Walleye & other fish/bait are pulled through the dam. The some of the lake walleye move to the rip rap of the dam this time of year to spawn. At the same time, walleye in the river make their spawn run to the dam.
Fished there twice in January. 1st time, outflow was around 800cfs, to much for the box at the outflow. Down river at the boat launch, saw a couple of guys with 18+ inch walleyes. didn't catch any. 2nd time, outflow was 400cfs, fished the box with silver buddies tipped with a minnow. Caught 3 walleye 16-19 inch, missed a few. Weird thing was bite didn't turn on until 1pm & started fishing at 6am. Keep an eye on the seagulls, they follow the baitfish being pulled the dam & hammer them in the outflow. Most bites were at these times.
I use http://www.lrl.usace.army.mil/ to track the outflow. If 400cfs or less, the box is fishable from the wall. 400-1600 cfs, tough to fish anywhere from dam to river boat launch. 1600 -3000cfs, water gets deeper around the boat ramp. Look for the eddies. I throw a 1/4-1/2 jig tip with a minnow depending on current. Be prepared to lose some jigs in the rocks. Over 2500, current is pretty much unfishable, at least for me.

One day off to choose from to go fishing is a long shot stretch at trying to predict the best place to go, what to fish for, how to fish, etc....however generally speaking I will offer my .02 worth on the subject.

In February I like to keep my eye on the weather pattern and watch for a 3-day warming trend...of course work always seems to come first but if you're in a position to call your own shots then to heck with work, hit the water on the 3rd day of a three day warming trend and concentrate on the wind blown banks and offer a s-l-o-w presentation.

This has worked for me in the past.
