I'd never heard about restrictions on Corps lakes, but I do know that it used to be against the law to carry at Laurel because it fell in the Daniel Boone National Forest and the feds said no. That changed a year or two ago though and now they don't ban concealed carry at the lake.
From my understanding, the Corps has no control over firearms laws on the water itself, but they can ban firearms in their campgrounds or on their ramps. I have always been of the "what they dont know wont hurt them" mentality. It is concealed for a reason... if you do it right, they should never know.
