I am not a professional painter by all means, but I would make sure I scuff up the old paint that is sticking to the boat with a sandpaper or scotchbrite pad. Clean the boat really well with a tack cloth to get the dust residue off, Then a good coat of ALUMINUM OXIDE PRIMER is a must. Then paint. I have a Wagner small electric power painter that makes painting a breeze. I painted 2 different 12 x 14 storage buildings last summer in no time at all. Very good coverage, very little runs, and very efficient. You can get them at Lowes.
