That's the reason for the HOA - to have a set of rules and guidelines for suppressing such activities as these. Some HOAs do go too far with their nitpicking, but some really just serve as a safety net to be used as tool to keep the trash out. My wife and I bought our house based on the neighborhood - in Louisville, the quality of the neighborhood is more of a selling point than the house itself.
Well most places already have ordinanaces against that and I can promise you if there was a crack house or a drug dealer living by me they would be turned in.

I really couldn't care less if someone parks a car in their yard. I had my boat parked in the yard at times where I used to live. I also like to think when looking for a house, I would look around the neighborhood to see what type of things go on and what type of people live there.
