Just what law did the HOA violate that they should get fined?
Without knowing the details of the HOA agreement they signed, I can't really say, but if what they say is true about other signs being present, and if the owners of those other signs have not gotten similar notices, they have may a case. It's called "selective enforcement." You can't enforce a rule like that just part of the time, it's all or nothing (as Art mentioned).
