if it is a humminbird trans, you can solder the wire. if its a complete cut it is difficult, you will have to solder the inner wire then take shrink hose (thin rubber coated wire cover that shrinks as you heat it) to separate the outer wire from grounding. repeat the same process to the outer shield. for good measure you could apply a small amount of silicone to the outer wire, slide the shrink hose around the silicone after it is set up and bond with the shrink hose. If you have an ohm meter you can check continuity between the wires, just curious- are you saying the unit will not power on? because on every unit i have seen you will still be able to power on, some will just go into display mode though.
