This is definitely just my opinion and not supported by any certain knowledge furnished to me by the experts: Computers are definitely involved in the forecast but I am sure there are engineers that compute the goals when it comes to letting water out during flood control operations and then this is information is fed into the computer operated system. Certainly computers are used by the engineers to formulate scenarios of projected water inflow from weather forecasts, so I see this as all computer generated but controlled by informed experts.
These forecasts do change as input information changes so the best we can do is keep an eye on the forecasts and watch for any changes as well as listen for news releases. From what I have read in news releases, it is basically going to go as I mentioned before in another post...the lakes are being dumped for as long as possible because of predicted incoming waters and then the gates will be closed down or at least water out flow reduced as much as possible to keep from adding to an already precarious situation downstream that is forecast over the next few days. Maybe ArtCarneyAGR or one of the other engineer type folks on here can give you a better answer of how it all works....for me, I am just an ol guide here using more common sense and logic rather than education...my education background does not lend itself to the technical end of flood control.
