Good advise here. If the gas line has an air leak it will cause the motor to bog down under a load. I remember my old 1967 33 hp evinrude had O rings in the connectors that would frey and leak air over a short time (one or two seasons). I used to keep spares on board. Pumping the bulb under power may well tell if it getting enough gas.
