Don't cut them at all, use the whole thing. Cutbait catches fish, whole BIG pieces of bait catch BIG fish. I was taught by the master and I am a firm believer in what I just told you. We use Gizzard shad on the river 15 and 16 inches long. We use Skipjacks and mooneyes longer than that, trust me....
I will add this though. If you are after numbers and lots of bites, go with the cutbait. But if you want the ones that can break your equipment and kick your butt once you get them in the boat do what I said above...
