Generally, no half sizes. Order the next bigger size if you are a half. Different brands run slightly different. Some truer to size than others. No different than tennis shoes in that regard. Nikes typically run a half size to a full size smaller than others.
I'd recommend breathables over neoprene. Easier to walk in, more comfortable to wear, and more versatile all around.
I wear size 10 and bought a size 9. Feel fine and I feel like I have much more control when wading.
ha, a tricky question. I just went through the process and ended up buying a relatively cheap pair at Dicks (about $65). I tried on pretty much every wader out there in the 50 - 150 range. Some ran big, some small. They are all different, it really helps to try them on. Like someone mentioned, there are better ones that are more comfortable, but they are typically more expensive.
I wade about once a month (at most) --- the ones I bought are fine for the purpose. I suspect if I waded more (weekly or so) I would want a better pair, but these do what I need. For "inexpensive" waders, they have nice features -- the suspenders work well and have good clasps and they have built in belt loops (It is worth buying a belt (about $10) to tighten them around your waist --- keeps them more comfortable and "technically" safer in case water wants to get in over the top).

PS -- the pair I bought smelled like rubber the first couple times, it went away.
