Catfish, Obama was referring to the Brent Spence Bridge which connects Cincinnati and Covington. The Federal Transportation Agency or whatever it's called has labelled it "obsolete and unsafe," and there's a project going to renovate or replace it.
What all this represents is not some "conspiracy," but examples of how America's infrastructure is crumbling. And we're seeing it a lot here in Louisville; just look at the two 48" water water main breaks we had within a week of each other, now this. Anybody remember when the sewers downtown blew up? Our sewer system is totally inadequate, to the point where whenever there's a heavy rainstorm millions of gallons of untreated sewage get dumped into the Ohio River. There are bridges all over the place that are falling apart. As the years go by, we're going to see more and more of this kind of thing. There is a LOT of infrastructure out there - bridges, tunnels, dams, sewers, you name it - that was built decades ago, some of it even back in the 19th century. Today it's being used way past the capacity it was designed for, its design in many cases was flawed in the first place, and in many (most) cases it hasn't been properly maintained. Now our chickens are coming home to roost.
