OK I answered my own question. I knew some government employees didn't pay Social Security taxes, but I didn't think they were eligible for benefits. Turns out they can receive benefits, just at a lower rate.

I don't think it's all that many, and I certainly don't think they should have their names published in the newspapers like a bunch of deadbeats just because they're government employees and Congress decided they didn't have to pay Social Security, which MOST government employees do, btw.
