Off Limits Barren?

Recently put in at Port Oliver ramp (new ramp) and noticed a new bouy stating no boats. The bouy was located in the 1st cove next to the dam. Is this an attempt to keep wakes down? Is this a year round new deveopment? Also, does this mean off limits from the bouy to the back of the cove as it is located @ midway at summer pool? Any words of wisdom would be appreciated.

That off limits has been there all year. It was put there so people could fish from the bank and not have to worry about boats, dont believe it has anything to do with no wake. It is off limits all the way to the back of the cove.
