No .184 is a federal tax and it is returned to states however they use this to force states to comply with speed limits and other federal regulations or they will with hold federal road tax. The KY DOT was on the verge of collapse until the stimulus money came along. The stimulus money received basically pulled them out of the hole and took care of some of their negative balance. Most of the money collected from the gas tax goes to pay for stuff already built, so there is no getting ahead. It's like having a high balance on a credit card and only taking in enough in taxes to make the minimum payment........hence the need for outside funding for these bridges, such as tolls.
Correct. I didn't want to get into that much detail, but since you brought it up, this is why you see some absolutely ridiculous and overly designed bridges in areas that might only have a couple cars a day on it.
