In the words of Charles Cotton "Fish fine and far off." Seriously, I expect the water is pretty low and clear and that will make the smallies skittish. I would try and row quietly, keep a low profile and make long cast if this is the case. Fish where you find riffles emptying into larger pools. If it were me, I would not spend much time fishing the deeper slow flowing holes. In my experience, the fish there are not actively feeding in these areas and are a lot tougher to catch.

The water was low and clear and man o man the leaves. My father in law caught 2 smallies and I caught a couple. I saw a school of about20 or so in one deep pool but the wouldn't strick.I was using a rebel jurk gold and red iwas cranking it in about four foot from the boat it hit a leaf and a big one tryed to inhale it and I pulled it right out of his mouth. It made a huge boil up as it rolled
