Catching bass under 15" is pretty much the norm for Beaver Lake. I have caught dozens and dozens of fish under 15" and very few over. This spring KY Fish and Wildlife relocated a thousand short bass from Beaver to Guist Creek Lake (another lake where it is tough to catch a keeper), I think to help both lakes. Beaver gets hammered during the day, so I would suggest fishing it at night in the summer, during early spring when the big girls are shallow, and right now when the fish are moving shallow and are active.
