So in college basketball there is no such thing as tournament at large bids decided by people voting? Certain conferences aren't subjectively granted more slots than others? Tournament invitations and seeding aren't decided by a committee vote?

I thought the football BCS system was based on statistical formulas run through the computer. The intent being to eliminate the old polling system, which when you think about is still in use by college basketball.

Come on now.
The tournament does have at large bids, but there is a ton of research and debate that goes on before those spots are final, a whole lot more research than what goes on with the BCS. Also, the polling system has nothing to do with who plays for the National Championship. Plus in the BCS two human polls are factored in, the Coaches Poll and one other (the AP sued to stop them from using their poll). There is never anyone left out of the NCAA tourney that has a chance to win it all and they have all season to prove themselves. Also because there is a tournament, the good teams don't mind playing the other good teams, which is not always the case in college football.
