Best way to know the conditions before going to any Army Corp of Engineers dam is to check the Louisville region corp site.

Click on the Lake/River reports on the left tab
Then, click on the Daily Lake Report

In my experience,
Outflows below 500: fishing all the way to the dam is possible.
500-1000: fishing just past basin is possible
1000-2000: fish the eddies down stream.
2000+: fishing possible, but difficult as water levels & currents will be high.

I always check the corp site before going out to a tailwater. Usually updated by 10am with current outflows. Good luck
