Why wouldn't you wear a PFD of anykind while on the water?

I'd imagine its the same reason people don't like to wear helmets while on a motorcycle. I'm not condoning either, as I wear my PFD's and would wear a helmet if I had a motorcycle. I'm just playing devils advocate on this one.

There does seem to be some miss-communication somewhere about this between upper echelons and the field workers.

Erik, it isn't only that but also the wording of the statute. I was told at headquarters they don't like the way it is written and it needs to be fixed.
