I called them back and received a different answer. The way the regulation reads is the way he said it is. You can cull any fish except trout until you reach the daily limit. Once a limit is reached, you can no longer cull. You can keep fishing, you just have to release the fish immediately. Thanks for the link. The description is plain as day.
