It is a FEDERAL rule that allowed resources, such as lottery winnings and big cash settlements not to be counted in food stamp case's. Fellows this is the kind of stuuf that gets put into bills that the congress and such vote on. It is absured. They are looking at changeing the policy on this, but it takes federal approval, the states have no control on this.
