The sad part of that story is that even reflectors on the buggies will not help when you run up on one of them cresting a hill or rounding a curve. Their speed is just a little more than parked and then you come ove a hill at 55 mph or even 45 mph and they are parked in the middle of the road, extremely dangerous.

I am affraid it is going to take many deadly incidents before this danger is addressed.
