Hit it with a light abrasive compound and a variable speed buffer. Just squirt it on and buff to a gloss. You can lean on the buffer some with no worries, not like automotive finishes. 3M makes a compound called finish it, I think, that works well. Any compound that doesnt cut much will work. The gelcoat and the clear over the flaked areas are fairly robust.
