No you do NOT need a lake permit to fish Bluegrass Pits. You do however need one to fish the Reservoirs like Patoka and Monroe Lakes. That's what I have read on this subject.

But to be sure you might want to call Sugar Ridge and talk to the property manager up there to verify this.

I see the Indiana Conservation Officers patrolling the Bluegrass F&W area all the time and they never said anything to me or anyone else that I know of about not having a permit.

But if you go up to Patoka Lake they will definatly give you a ticket if you don't have that sticker on your boat.

You probably see a lot of boats that fish Patoka having these stickers also fishing on Bluegrass from time to time . This could be adding to the confusion.
