They are the next to bottom (shad) of food chain.

I use a drop shot rig by tying my hook about a foot above a split shot sinker. Bounce the bottom until you find some. The little ones stay shallow, the bigger ones hide. Meal worms are great, so are small tube jigs, crickets, or red worms.
