I believe the ramp and campground maybe open but the marina has been long abandoned. Saw some cars on the ramp and it looked usable and heard on LakeCumberland.com that the campground was open.
I was by there a month or so ago and the marina was deserted with weeds and moss growing up all over the place.

Like FlyLie suggested it might be wise to contact them.
