Not a lawyer, but think the Kentucky Department of Alcoholic Beverage Control would see it as a "drive-thru" type of business. JMHO.
A way to be sure, before you got to deeply invested, would be to do the application for the liquor license, then request a sit down with the them to explain your concept, before they took formal approval/disapproval action on your license request.

And, I would bounce the ideal off a lawyer that deals with or specializes in liability actions. The lawyer visit would also provide info that might help with the Alcohol Control Board, and it would also help you to refine your business plan and operating procedures so that when you went looking for bank loan startup money, you'd have the necessary supporting document ready to go.
