I've flown with fishing tackle, lures and everything else lots of times. If you check them in it's not an issue. Use TSA approved locks on your baggage, more times than not they will inspect it because the equipment looks fishy to them on the scanners.

Understandable, anything with lead content makes them think you're trying to hide something. If your locks are not TSA approved they will cut them off, but the approved ones they will open with their master key.
If you carry-on fishing equipment they may of may not let you take things they are not familar with. They have a lot of descretion they can use at the checkpoints. If something is iffy to them it may wind up being a matter of whether the Officer likes the way you look or not. I've attended security seminars conducted by TSA officials about "reading" peoples body motions, most of their Officers can tell your intentions without a word being spoken. Kind of like our mothers could do.
