I don't know what all is involved, but is there a way of doing both? I mean could it be set up to where someone could start a thread if they chose to, or also click to sign up for the other service it that would better suit their needs?

It is likely possible but it would be two separate forums. Right now as you go through the process of entering an item to sell you can make a selection to make the it show up in a regular post...bit the steps to get to that point look different.
