In my defense of marine repair places, symptoms of motor problems overlap and these places probably have a ton of legal issues with regards to their repairs. Sometimes the motor isn't fixed or the previous problem weakened other components, and you have boats stranded on a lake when someone is trying to relax. They get a lot more grief because of the added inconvenience and circumstances.
