Couple weeks back I had something similar on a different webpage. Turned out to be dirt accummulated under the little red light on the bottom of the mouse. Same can happened if your mouse has a roller ball.
I cleaned up the mouse. Then did a shutdown, and pulled the plug from the computer/pc to take alway all power. Then put the plug back in and refire the pc. When ya do that and take all juice from the system, as Windows opens for the first time after that, it resynchs the mouse hardware and software.
Or it could be a time warp or rip in the universal solar continium electronic ion fabric. I'd try the mouse thing first though.
