Here's my suggestion. Prisons buy canoes and paddles, and wooden clubs. The inmates man the boats and hit the rivers. If they catch and kill carp, they can eat them, if not......they got some good low cost exercise for the day and a low calorie diet to help them shed those unwanted pounds. If they don't catch and kill carp, they don't eat.

Along that same lines....sequestor? Cut 90% of the meat out of inmates diet at prisons, and let them eat carp they catch instead.......or navy beans.
4 million inmates eating navy beans would cause the natural gas meter to peg overload and the greenies would be up in arms over the increase emissions. A new study would have to be done to see if the initial 2 million spent was in fact worth the effort. New gas exhaust systems would have to be approved installed per Life Safety 101, NFPA 90, AARA, ADA and of course the EPA and most importantly I would think this kind of study or shovel ready project would need Al Gore to head that committee.
