Obama legally cannot ignore ACA mandate

While I love the idea that key components are being put on hold, the President of the United States does NOT have the authority to arbitrarily implement or no implement components of LAW........

I think the House or Senate needs to pass a bill to halt the implementation of certain components of ACA.
