You just call the Police and wait for them to get there while the guy just does whatever he pleases? No, most anyone whether he was on watch or not would ask him what he's doing there. If he attacked them and started pounding their head on the ground they'd do what it took to stop him.
I think dog would be LYING if he said a thug looking dude in a hoodie would not generate suspicion on his part.
