Good point. I'm pretty sure that's why they call it a neighborhood watch program.

Comments Waterdog? Maybe you prefer a neighborhood inattentiveness program? Some guy with his hoodie up is walking around you or your neighbor's house at night and you don't see what he's up to? You just call the Police and wait for them to get there while the guy just does whatever he pleases? No, most anyone whether he was on watch or not would ask him what he's doing there. If he attacked them and started pounding their head on the ground they'd do what it took to stop him.
