Was below dam on Ky lake, people were catching shad and skip jacks with an artificial bait. Can someone tell me what it could have been and a pic possibly. Thanks

A bait I like to use for skips is a roostertai don't get a colored blade that's wha I use on Ohio to catch em good luck
A skip jack will eat anything it can fit in its mouth. They are the most aggressive fish I have ever been around.
I think you mean they'll try to eat just about ANYTHING, whether it'll fit in its mouth or not .... LOL !!
I've caught them at Watts Bar Reservoir (E Tenn) on Crappie jigs, minnows, and crankbaits !! They call them Tennessee Tarpon down there, as they'll jump clear out of the water when hooked.

At newburgh dam we use 1" white curly tail grubs. Tie 3 to 5 on about 12" apart. We also leave 12" of empty line at the end. That way we can use small weights if they are down a bit. You can also buy something called a sabiki rig from any catalog like bass pro. They look like 1" flies with about 5 to 8 tied on. Honestly go with the 1" grubs. That way you can change colors and replace damaged ones. Use a small jig head for crappie as your hook.
Sabikis are very good for skippies. Crank them as fast as you can. They love a fast moving lure. Make sure you check the regs to see how many hooks you can have. If you want the bigger skippies, try a Flitterbait. They cast a mile and you can crank them fast. This will only work on the bigger skippies though.
Good point on the number of hooks. On the river we only show our kentucky. Indiana licence gets you a ticket every time.
White curlytail on a 1/8 jig head, two of them tied on the line and reel them in as fast as you can turn the handle.
