IF the motor has sat, the carburator(s) will definitely need rebuild, fuel pump replaced. fuel tanks cleaned out or replaced. motor could be siezed, and should not be turned over without putting 2 cylcle oil in spark plug holes and turning it over with a wrench on the flywheel nut. the water pump will be replaced. lota of fubber parts will be dryrotted without maintenance.
If he is not a do it yourselfer, he'll probably have to put $1000 dollars into it just to use it I guess you're really wondering if its an antique. and that I can't say. I know there are still motors from the 50's that are in operation today, so its really not that old.
