Trailer license not required for Kentucky as long as you stay in Kentucky, but if you plan on trailering out of state I think a license is required. I might be wrong but this is how I remember it being explained to me.

As a former law enforcement officer, I can state with confidence that you do not need to have a trailer plate. A good analogy would be that some states require both a front and rear license plate on your vehicle, but not Kentucky. If stopped, the officer will confirm that you are a KY resident by looking at your driver's license and vehicle registration.
By the way, if KY ever pushes for a law for a front license plate, fight it. The use of traffic cameras results in a higher incidence of citations in states where two plates are displayed.
