At certain time of the year you can go to Jungle Jim's in Fairfield, Ohio and buy largemouth bass to eat. They keep them is a large fish tank... Dan
I don't think you can sell any native species of Ky. I don't think you can even sell a mounted whitetail deer head, which I see on craigslist every now and then.
Permits might exist that allow it.

Theres probably permits for it. There are many farm stocking business on the internets here in ky.
they sell live Largemouth Bass a a grocery store here in louisville. they are all swimming around in a tank and you just pick out the ones you want
This would be my guess. Perhaps they are farm raised and sold to stock ponds or something. It seems like a friend of mine bought fingerling bass from a stocking truck once when he built his pond, much like you can do catfish.
i figure your right tim, when i bought my hybrid bluegills and redears for my pond they had bass for sale as well. the truck comes to russell co farm store a couple of times in the summer months and they have everything from rare goldfish to crappie to channel cats etc etc

I've heard of fingerlings being sold out of tank trucks to stock ponds and I would imagine it would require a permit. I've also heard that KDFW biologist frown on casual stocking of fish. They discourage it because of disease, mis-balance of fish, and unwanted species spreading.
