* Bush 2 asked Congress to bomb and invade Afghanistan.......and he got approval.

* Clinton asked Congress to bomb Kosovo..........and the REFUSED, so he did it anyway. He finally got approval though.

NOBOMA asked Congress to bomb Syria.......Congress is still laughing their ASS off.

No matter how far I searched, I could only find 5 congreeional declarations of war. I did find several use of force agreements. hats the difference ? Not much, that's true, except we won the declarations.
