This is my take on fishing during falling water conditions, Other people may not think the same as me. But....When the water is falling I think the fish feel an urgentcy to move to deeper water. I think the falling water almost makes them panic possibly in fear of loosing sustainable water. So I usually fish depper water structure that will have more stable conditions than shallow. Use jigs, worms, carolina rigs, drop shot, or deep diving crankbaits. although with falling water you usually have the generation of current which will usually turn fish on a little bit. So my advice is to find good current and deeper structure. The reverse can be said of rising water, fish will usually move shallower.
