I agree, something as important as carrying a concealed weapon should have a national minimum standard. States would be free to implement any additional standards suited to their own circumstances as long as they didn't impair the rights of ALL citizens of THE COUNTRY from enjoying the right to carry. For those that haven't noticed the trend, the gun nuts lost at the national level so now they're going about it at the state level and you'd be surprised of some of the states that have fell for it. A case in point, one western state, under pressure from the Brady and Gifford's groups, enacted legislation that restricted possession to even those arrested for a so-called violent crime (includes simple assault etc.) they force the confiscation of weapons, etc. State level legislatures, for the most part, blow with the wind, the individuals elected are weak willed and do anything to appear for the people.
