In Kentucky unemployment benefits can be paid even if you are fired. As long as you weren't fired for violence in the workplace or stealing from your employer. I know a guy that got fired for showing up for work drunk twice. He collects an unemployment check.Kentucky is an "at will employment state"
Private industry can fire anyone, anytime for any reason. (other than discrimination,issues .....black, white, jewish, girl, boy ect.)

You are not correct. An employer can dispute any unemployment claim and if the employee was fired for cause (drinking on the job, not showing up and so on) and unemployment benifits will be denied. If he is fired because of a downturn or other reason through "no fault of the employee" he will receive benifits.
You probably do not have all the facts about the guy you know.
Now you may ask why would an employer dispute a claim that is paid by the state and not the employer? The reason is that the employers unemployment isnsurance premium is based on his claims record. If he has a lot of claims and frequently fires employees thru no fault, his unemployment insurance premiums will rise. If he has few claims his premium will be much less.
